4. Build the Utility Backbone

Create electrical and water load schedules by phase. Show incoming power or generation, distribution, backup, metering, potable-water source, storage, pumps, hot water, wastewater collection or treatment, stormwater, communications and fire-related services. Locate isolation points and maintenance access so one fault does not unnecessarily close the whole camp.

5. Design for Phased Expansion

1. Define the opening population and ultimate population.
2. Reserve foundations, routes and utility capacity for later blocks.
3. Keep future crane and delivery access open.
4. Use a module and room numbering system that continues across phases.
